Glorious Strangers to the Jade Oath

Here is my rough first pitch of an adventure seed: 

A long terrible winter has ended, and with it the arrival of the Whispering Warlord of the Tiger Generals. He has solidified his control over the land by damning up the major river leading into the hidden valley. The spring rains have not come and drought now threatens even those who obey the Whispering Warlord.  The most promising hope against this tyrannical rule, a scholar who claimed the warlord was acting against the “mandate of heaven” was recently killed by the Whispering Warlord’s enforcers the Kwan Family of Lotus Mountain which has been involved in the martial underground or “Jianghu” for seventh generation. The patriarch is The Harmonious Ghost, who is counseled by his youngest brother the eunuch Blighted Jade. The patriarch’s eldest son Proud Sword and youngest daughter Princess of the Blades serve as his enforcers. Yet something more is going on as the warlord is fantically searching for The Jade Shards of Heaven and Earth, saying he needs them to end the drought, though few are willing to trust the motives of a tyrant. 

Into these interesting times arrive the Glorious Strangers to the Jade Oath (the PCs), guided by the Honorable Ghost of the Rebellious Scholar who seeks their aid in ending the drought and freeing the land from the Kwan Family of Lotus Mountain and The Whispering Warlord of the Tiger Generals.
